Police arrest Norwich man on heroin charges, link him to overdose death

NORWICH — Police arrested a city man on several drug charges Monday and say he sold heroin to another man who later died of an overdose.

Officers stopped Jonathan M. Owens, 29, of 29 Lambert Drive, Norwich, at about 4:15 p.m. on Otrobando Avenue for allegedly using a cell phone while driving.

Police searched him and said they found him in possession of two and a half grams of heroin and fentanyl. Police said they then searched his home and found drug packaging material, two handguns, body armor, ammunition and a digital scale.

Police said narcotics detectives used information from an earlier death investigation which led them to Owens, who they said had sold heroin to a man just before the man died of an overdose earlier Monday.

Police charged Owens with possession of heroin, possession of heroin with intent to sell, possession of drug paraphernalia and driving while using a cell phone.

He was processed at Norwich police headquarters and held on a $250,000 bond pending his court appearance Tuesday in Norwich Superior Court.

Police said the investigation is ongoing and more arrests are anticipated.
